Except for the non-island beaches, you can get pretty much everywhere in Olhão by foot. The other beaches are reachable via train.

Book a boat roundtrip around the islands and sightsee the marvelous coastal areas of southern Portugal (some even have snorkeling). There are many booking stands near the ferry docks, close to the markets.
